please attach Ubuntu Advantage, Ubuntu Core 2021v1 keys to ppas

It was discussed in Prague that, needing to cycle new SecureBoot keys for the Ubuntu archive but not for the Ubuntu Advantage and Ubuntu Core signing applications, we would let the active versions of the keys get out of sync.

However, we had previously configured (but not used) the Ubuntu Core 2021v2 and Ubuntu Advantage 2021v2 keys, but had jumped over the 2021v1 keys because of the previous intent to keep the key versions in sync.

So we would now like to have the 2021v1 keys deployed now to the corresponding ppas.

Please configure secureboot signing for the following two ppas, as described:
