build deps uninstallable but work locally

See https://launchpad.net/~maths22/+archive/ubuntu/ruby-testing/+build/25478307 . This issue persists on retry, but installing deps in a pbuilder env or docker env works just fine. The jammy version of this build is also fine.

This is very odd. I've tried setting up a chdist(1) environment, which stubbornly refuses to reproduce it, but the problem persists on retry.

Next step is probably to try to reproduce in an actual launchpad-buildd environment, either locally or on dogfood.

Having now retried the build ~8 months later, it seems to have magically started working!
