New team for Interlingue (ie)

Please assign the lp-l10n-ie team to the Interlingue language in LP and include it into 'Launchpad Translators' group.

I've done this, but there are a few more things to do per https://help.launchpad.net/Translations/LaunchpadTranslators:

 * Please add some brief information to https://launchpad.net/~lp-l10n-ie, including notes on the purpose of the team and how to join it, and links to communication channels.
 * Set up translation guidelines. If you let us know a URL then we can register it in Launchpad for this language.
