Please enable riscv64 and bump disk size for my rustc-1.59 PPA

Hi,

I'm preparing an upgrade to the Rust toolchain to the 1.59 version for the upcoming Firefox upgrade, and the rustc binaries are a bit on the heavy side, especially since I need to backport it all the way to Bionic.

Could you please:
* bump the disk space to 20G
* enable riscv64 arch

to this PPA: https://launchpad.net/~schopin/+archive/ubuntu/rustc-1.59
