Please add storage and lower build score for golang-rebuild PPAs

The following PPAs will be used to do rebuilds of all golang packages:

https://launchpad.net/~jawn-smith/+archive/ubuntu/golang-118-rebuilds
https://launchpad.net/~jawn-smith/+archive/ubuntu/golang-base-rebuilds

Please lower the build score and increase the storage size of these PPAs. I believe last time I did golang rebuilds I was given 10G for each PPA.
