This is now finally sorted out, and I'm in the process of retrying all the chroot-failed builds. Sorry this took so long!

For future published test rebuilds: https://code.launchpad.net/~cjwatson/launchpad/+git/launchpad/+merge/414974 should make the signing step work more smoothly, although we'll still need to get IS to run the equivalent of "ln -s /srv/launchpad.net/ubuntu-archive/ubuntu-test-rebuild-20211130-impish-v3 /srv/rebuild-test.internal/ftp/ubuntu-test-rebuild-20211130-impish-v3" to make them visible.
