riscv Snapcraft snap build has no access to the Snap Store

My recently acquired capability to build snaps for RISCV seems to be missing network access to the Snap Store. Here's a build artifact link https://launchpad.net/~snappy-dev/+snap/snapcraft/+build/1525746

It essentially results in snapd returning: "error: unable to contact snap store".

Seems to be a firewall issue somewhere. I'm looking into it.
