Request more space and lower build score for baseline and go 1.17 rebuild PPAs

I'm planning to do golang package rebuilds for go 1.16 and go 1.17 while preparing to move golang-defaults to 1.17.

The PPAs that need the build score lowered (so I'm not stepping on any toes) and more space for all of the packages it will be building are:

I've bumped quotas of both to 8G and lowered their scores. Let us know if you need further changes.
