it seems lateley packages are built within 12 hours or so.
is this normal?

No, it's not normal. We have less builders than usual, https://edge.launchpad.net/builders.

Part of the PPA builders (~12) are helping to serve jaunty contents. As soon as the jaunty release period is gone, they will return to their functions and the build ETA will be back to the 15 minutes range.
