Request RISC-V builds on ~teward/junk-drawer

RISC-V is not enabled nor user enableable for various reasons on the build environments.

However, one of the recent package sponsors I did which I needed to build test is RISC-V, and I can't enable riscv64 on any of my build test PPAs.

Going forward, I'd like to use this 'junk drawer' as where I can conduct build tests for things before sending them onto the main builders as sponsored uploads.

There should not be many builds here, I'm only pushing to here if there's a riscv64 required test build, most of my build tests are done locally on amd64 via sbuild or via PPAs for the other archs; riscv64 is the only one where it's going to be a special case.

This is not normally available to non-Canonical employees, but I asked around and we're OK with it for Ubuntu core developers, which you are. Done.
