Prioritize a specific livefs build

The CPC team wants to create Ubuntu OCI/docker base tarballs. Theses will be used to build the Ubuntu base container images.

The livefs is https://launchpad.net/~cloud-images-release-managers/+livefs/ubuntu/impish/ubuntu-oci (and all other supported suites when available) and some builds there are in "Needs building" for over 3 hours. This means
a) our Jenkins jobs (triggering the build and downloading the build artifacts) will run into timeouts
b) we have to wait half a work day to get a result (if we would increase the Jenkins timeout)

Is there a way to increase priority for building ubuntu-oci livefs ?

We had a build farm outage overnight due to a broken image serving system in the datacentre.
BOS02 (non-amd64) builders are now back and chewing the queue, amd64 in lcy01 unfortunately has a different issue atm, so we're on reduced capacity there.

We can increase build priority on a build-by-build basis, but unfortunately, it wouldn't have helped here.
