Copy SIPL signing key from ~canonical-signing/ubuntu/primary to ~canonical-signing/ubuntu/fips

Following discussions with the Signing Cabal it has been decided (and approved) that we should use the existing SIPL signing key to sign s390x FIPS kernels. (Discussion on the email thread "Key Utilisation for FIPS" for details.)

Could we copy the SIPL (s390x) signing key from ~canonical-signing/ubuntu/primary to ~canonical-signing/ubuntu/fips.
