I need to raise a bug for non booting system

I have a system with Ubuntu 20.04 LTS installed which doesn't boot. I would like to raise a bug but cannot find how to do so on your website. I am not able to raise a bug from within Ubuntu as the system does not boot to a point I can do so and you "help" seems to involve running a tool from within a running system - this system does not get to a usable point so this is not an option.

All I can offer is a screen shot (taken with a camera) showing the point the boot stops but I am totally unable to find how to raise this via Launchpad.

Please advise - I can email system details plus the aforementioned camera image but have NO ABILITY to do so from within the failing system.
