Is there any way to lock an issue?

This issue, https://bugs.launchpad.net/zope3/+bug/98275, has been spammed repeatedly by non-affiliated users, presumably trying to game karma. Is there a way to restrict permissions on the issue such that "drive by" users cannot assign themselves?

Hi,

Thanks for reporting this situation. We have suspended the user account that was causing the problems. Unfortunately, there is no mechanism for locking an issue. We will consider including such feature in our road map.
