[ARM] Enable ARM builds for ppa:rabbitmq/rabbitmq-erlang

Hi folks,

Can you please enable ARM64 builds for https://launchpad.net/~rabbitmq/+archive/ubuntu/rabbitmq-erlang?
That would be greatly appreciated by both RabbitMQ and OpenStack communities.

We don't expect to publish more than 10 releases a week. We don't expect builds to take more than 4 hours
(on x86-64 they take some 30-40 minutes on several year old hardware).

You can do this yourself - go to "Change details" on https://launchpad.net/~rabbitmq/+archive/ubuntu/rabbitmq-erlang and you'll see a list of processors that are enabled for this PPA. Let us know if you have problems.
