Launchpad itself

I want to remove /chromebook-arm project.

This project was created 8 years ago to get a place to coordinate support for Samsung ARM Chromebook.

It did the job and now it's just siting there. No one plans to work on bugs reported in project, no one is using it.

Please remove it.
