I have the following error to execute the check of command vpncmd:

              Pass
Checking 'Network system'...
Connect Failed. (0)
              Fail

Some checks failed.

I install the PPA:
sudo apt-add-repository ppa:paskal-07/softethervpn && sudo apt-get update && sudo apt-get upgrade && sudo apt-get install softether-vpnserver

How could I solve it

You'll need to contact the owner of this PPA (https://launchpad.net/~paskal-07), or perhaps the maintainers of the upstream software (https://github.com/SoftEtherVPN/SoftEtherVPN). Launchpad staff only operate the infrastructure for hosting PPAs; we can't help you with software you've downloaded from any particular PPA.
