please increase PPA sizes

https://launchpad.net/~ubuntu-toolchain-r/+archive/ubuntu/x86-64-v2/ to 10G
https://launchpad.net/~ubuntu-toolchain-r/+archive/ubuntu/volatile/ to 30G

the latter should be able to hold gcc-11, gcc-11-cross builds including debug symbols.
