I am trying to explore CIS Hardening & Audit on Ubuntu 18.04 LTS

Please provide CIS Benchmark tool's PPA

Launchpad just provides the hosting service that Canonical's CIS PPA uses, so we can't grant you access to it. You'll need to request access using the support.canonical.com link on the page that you referenced.
