Enable riscv64 builds for ppa:otto/mariadb

I am the maintainer of MariaDB packages in Debian and Ubuntu. Ubuntu has recently added Riscv64 support officially, and the MariaDB package has issues building on it properly.

To facilitate debgging of riscv64 builds, please enable it for https://launchpad.net/~otto/+archive/ubuntu/mariadb

I've enabled riscv64 builds on that PPA. As I said in the message that Christian quoted, you'll from now on need to treat this PPA like the Ubuntu primary archive: only uploading trusted code, as it's running on the same non-virtualized riscv64 builders as Ubuntu.
