Can't recieve GPG intructions by obsolete email

Hi,
I want to update my obsolete PGP key (2003) to more secure one,
but the associated email is not working anymore,

May I suggest to sent to all emails of associated key or LP's user email?

Meanwhile I might need some admin help

Have you tried just setting your preferred contact address in Launchpad? You can do that here:

  https://launchpad.net/~/+editemails

(I'd recommend also updating https://login.ubuntu.com/ to match - they're unfortunately not necessarily synced automatically.)
