Don't require keyserver for PGP keys

Most code platforms don't require uploading a key to a public keyserver first, but Launchpad does. This creates some problems if people want to use a different key from what they advertise as a public key for receiving encrypted emails. Because all public keyservers will the have more that on valid keys.

This even more problematic because of lack of modern keys from Launchpad, which forces people to create a separate key just for Lauchpad.

So this is a request to remove that restriction. Instead of adding a fingerprint to user profile it would be better to just upload the public key directly.

Reducing keyserver dependencies is something we've considered for other reasons too. It's more complicated for user-created keys than for ones that LP generates itself, but it isn't out of the question.

However, requests for code changes need to be in the bug system, not in answers. Could you use the "Create bug report" option on this question?
