Increase quota for PulseEffects PPA

Please increase space quota for ppa:mikhailnov/pulseeffects (https://launchpad.net/~mikhailnov/+archive/ubuntu/pulseeffects)

I had to build boost1.72 and ran out of quota.

I've bumped your quota, but could you please consider deleting packages for cosmic and disco? They're no longer supported by Ubuntu.

pk, I have deleted cosmic and disco packages, but it is strange that Launchpad still accepts and builds disco packages. Thank you.
