'~jonathonf' has no PPA named 'ubuntu/ffmpeg-3'

In my Dockerfile, this line:

#Set up ffmpeg backport repo:
RUN export DEBIAN_FRONTEND=noninteractive; \
    apt-get -y update && apt-get -y install software-properties-common \
    && add-apt-repository -y ppa:jonathonf/ffmpeg-3 \
    && apt-get clean \
    && rm -rf /var/lib/apt/lists/*
```

Raises error:
Cannot add PPA: 'ppa:~jonathonf/ubuntu/ffmpeg-3'.
The user named '~jonathonf' has no PPA named 'ubuntu/ffmpeg-3'

Asks "Lost Something?" seems I have

This step worked yesterday, though perhaps used a cached image. Why is jonathonf/ubuntu/ffmpeg3 missing? Can I still access it?

You need to contact https://launchpad.net/~jonathonf about this. We just run the infrastructure; individual PPA owners might choose to create, change, or entirely delete their PPAs with no involvement from us.
