This is up to the maintainer of the Ubuntu package, not up to Launchpad; and it's already been fixed in the most recent Ubuntu packaging (via Debian, I think), so you'll see the updated home page if and when you upgrade to Ubuntu 20.04.

Hi , I downloaded and installed Ubuntu 20.04 , I see ipmitool home page is changed to github already, but the content still are not newest, how can I contact the maintainer? I would like to ask them aboit ipmitool release plan, thanks.

Can you help with this problem?
