[spamreport] new spam in questions for removal

similar to before there are a few spam messages in the Launchpad question area, and I kindly ask for removal of the messages and blockage of the creators:

Re-opening, because currently launchpad questions is more a collection of nonsense and dubious links than a useful support platform.

https://launchpad.net/~taramraj77 has already added more than 130 spam messages and hasn't been stopped so far - despite several requests.
