Transfer ownership of GNU Radio PPA to project leads

Hello,

The GNU Radio project would like to take over admin of the https://launchpad.net/gnuradio. We maintain an up to date PPA at https://launchpad.net/~gnuradio and are continuing work on it. The launchpad maintained repo has not been updated since 2013. It seems clear that one of the PPAs should be removed or clearly marked as unmaintained and link to the other.

We'd still like to make this transfer. Our PPAs under ~gnuradio now have release and development (master branch) packages.
