recieved smartphone with ubunto OS, can someone remotely monitor my device

i recieved a smartphone with an Ubuntu OS and lately I've noticed unwanted hidden downloads,user certificates, and secured/encrypted files that i didn't do. its there a way someone can be using launchpad or something similar for ubuntu to try to steal person data and monitor me?

I can't speak for whatever is running on your smartphone, but for Ubuntu's purposes Launchpad is just a software distribution platform: we can't 100% exclude the possibility of somebody having sneaked in some kind of malware but it doesn't seem very likely, and Launchpad has no user monitoring facilities or anything like that.

Some more ordinary kind of compromise seems more probable, especially given that Canonical stopped developing the Ubuntu phone a year or two ago; I'd suggest backing up your data and doing a factory reset.
