Can't install a package usb-pack-efi

I would like to install usb-pack-efi but running `sudo apt install --install-recommends usb-pack-efi` gets stuck on "0% [Waiting for headers]". How to overcome this problem?
I use Ubuntu Budgie 18.04
When apt-get timeouts I see this message in the console:

When I visit this page http://ppa.launchpad.net/mkusb/ppa/ubuntu/pool/main/m/mkusb/
I can't download `usb-pack-efi_12.2.9-1ubuntu1_all.deb` file nor `usb-pack-efi_12.3.2-1ubuntu4_all.deb`
But I can `usb-pack-efi_12.3.2-1ubuntu4_all.deb` - how come?

This seems most likely to be a problem somewhere on the network path between you and us, but you could try at different times of day and see if that makes any difference.

Can you help with this problem?
