Is there a mean to transfer the ownership of a project ?

Hello,
Project https://launchpad.net/networking-vpp was registered on 2016-05-02 by Samuel Gauthier who actually never contributed to it and have no plans to do so.
Would it be possible to transfer "ownership" of this project (actually https://launchpad.net/~ijw-ubuntu) ? Of course, Samuel if fine doing that.

The registrant is just who initially registered it; that field is immutable and doesn't convey any privileges.

Could you please clarify whether you are asking for maintainership to be transferred away from Ian Wells? If so, Ian needs to give his consent here, and I'd recommend transferring to a team rather than to some other individual to reduce the need for this kind of thing in future.
