Package includes an .orig.tar.gz file although the debian revision suggests
that it might not be required. Multiple uploads of the .orig.tar.gz may be
rejected by the upload queue management software.

https://launchpad.net/~anitanayak/+archive/ubuntu/glusterfs-s390x-bionic-4.1.5/+packages?field.name_filter=&field.status_filter=&field.series_filter= shows that that version already existed, and you may not reuse it for an upload with different contents in the same PPA.

What is the correct procedure to upload again?

Your upload was *rejected*, so you will not see the uploaded files. Please re-read the explanation I previously gave.

If you need to make a new upload, then you need to choose a version that has not previously been used, and it needs to be greater than whatever's currently in the target PPA for the target Ubuntu series.
