That project doesn't in fact seem to exist at all on Launchpad, unless it was very recently created. Perhaps it's called something slightly different?

Anyway, in general you need to contact the maintainer of a project to request access to it, because Launchpad staff don't know who ought to have access to everything on Launchpad.
