PPAs are "personal package archives", and the responsibility is with the person who provides them.

Everybody who provides a PPA is also allowed to remove it again, and this seems to be the case with https://launchpad.net/~djcj/+archive/ubuntu/vapoursynth-deletedppa1

There are other PPAs providing versions of vapoursynth, please see https://launchpad.net/ubuntu/+ppas?name_filter=vapoursynth

Which PPA with vapoursynth did you use?
Which Ubuntu release are you running?

If you have problems with the availability of software in a PPA, then please contact the provider of that PPA.
In your case https://launchpad.net/~djcj
