We don't support registering HTTPS mirrors yet. There are some merge proposals in our review queue for that, so it should hopefully happen soonish.

Maximum number of connections is a detail that we don't track, and it's the sort of thing that in practice will often fluctuate a fair bit so I don't think it would be a good idea for us to try to track it. Users will get the hint pretty quickly if they routinely can't connect.
