Build failing due to missing public key. How do I fix?

I am getting a lot of errors, like the following:

Err:2 http://ppa.launchpad.net/vanidackp/znver1-osfs/ubuntu bionic InRelease
  The following signatures couldn't be verified because the public key is not available: NO_PUBKEY 5DBCF00C45DD8B4C

and then my package won't build. The full failed build log is at https://launchpadlibrarian.net/415179306/buildlog_ubuntu-bionic-amd64.virtualbox_6.0.5~r77588-vckp1_BUILDING.txt.gz

This is an ongoing operational issue that we're actively working on at the moment.

I have similar problems... in the IRC channel the topic says: "Keyserver maintenance in progress"
This could be the issue.
