Is there a possibility to unsubscribe these users from the related questions (usually created by themselves) to block new incoming e-mails? Or is there any other suggestion how to cope with that nonsense?
I admit that in the moment this is not too severe, so I would even understand a "too complicated, leave it as it is for the time being" reaction.

These have mostly been done by either me or William, although I couldn't find the comment you referred to by ~larabeens so I haven't suspended that account.

Regarding your second section, these are mostly innocent or perhaps slightly negligent users who've had their address book compromised or unwisely shared it with some other service. The approach we take here is to hide the existing comments and configure their account such that Launchpad will only accept GPG- or DKIM-signed emails from those users, which effectively eliminates this category of spam from those users. I've done that here.
