Why commercial project support is discontinued?

I wanted to automate build and distribution of a closed-source project using Launchpad. The website still contains references to a "commercial plan" in few places, but Answers FAQ (https://answers.launchpad.net/launchpad/+faq/208) says it is discontinued.

How a commercial project can get approval? What is the process? What would be the cost?

We discontinued the purchasing mechanism for Launchpad's commercial facilities because we were going to have to make non-trivial changes to the purchasing mechanism to comply with the GDPR, and in any case it wasn't economical for Canonical to administer it.
