https://launchpad.net/ubuntu/+source/zimwriterfs is not a PPA, but the page for software that is packaged in the standard Ubuntu repositories.

If you look at that page, you can see, that a package for zimwriterfs exists only for Ubuntu 19.04 (disco dingo) which is the development version of Ubuntu to be published in April, and does not exist for Ubuntu 18.10 (cosmic cuttlefish).

The zimwriterfs package for Ubuntu 19.04 depends on other software (e.g. libicu63 >= 63.1-1~ and libzim4 >= 4.0.4) which is not available on Ubuntu 18.10, so I do not see any easy possibility for installing zimwriterfs on Ubuntu 18.10.
