https://launchpad.net/~f-contactjamescampbell was a legitimate user in 2015, but is now posting spam messages (https://bugs.launchpad.net/inkscape/+bug/1460872).

The offending messages arrived by email, so it could be a compromised address book or similar or it could be common-or-garden address forgery. In any case, I've hidden the messages in question and configured this user's account to require strong authentication (GPG signatures or DKIM) in order to attribute messages to them, which should clear this up.
