Thanks for reporting this.

While I agree that rdenis's comments in that bug were combative to the point of likely being over the line (and some of the others were too), do note the date: it was nearly five years ago now. Others have already reversed the change to the Ubuntu bug task status, and rdenis has stopped engaging and stopped attempting to change it back.

I don't have a clear threshold for this, but my feeling is that, unless the CoC-violating conduct is continuing, taking administrative action at such a late stage is likely to do more harm than good; it isn't going to stop abusive behaviour in progress (since it's long in the past now), and we can't compel upstream to fix the bug.
