This failure is because the keyserver network has been under denial of service attacks and as a result is unable to respond to requests in a reasonable time. Our sysadmins have been working to get things stable again, but it may be a little while yet.

Hello,
I managed to put my GPG key.
For the signature, having several keys, I must specify which one to use.
# gpg --clearsign --default-key ABCDEFG UbuntuCodeofConduct-2.0.txt
