2 apps have problems getting Kubuntu 18.04 bionic beaver Updates

When Kubutu18.04 Bionic Beaver was released, I upgraded from Kubuntu16.04, On-line. The Install went fine, but now I have two Apps, 1) ucaresystem-core 4.4.0 and 2) Discover Program Updater that can not access Launchpad. The following error displays:
     Err 7: http://ppa.launchpad.net/ubuntugis/ppa/ubuntu bionic Release
      404 Not Found [IP: 91.189.95.83 80]
   N: Does not have a release file
   N: Updating from such a repository can't be done securely, and is therefore disabled by default.
   N: See apt-secure (8) manpage for repository creation and user configuration details.

The two apps then state there are no Updates, etc... and they both close doing nothing at all. ucaresystem-core is run in the Terminal w/sudo command. Discover is run from the Menu, Applications/System/Discover or sometimes it's started Automatically and searches for Updates but keeps finding nothing, the Error above is displayed for a few seconds in a Black window with White text letters..?
   I do not know what's wrong so I have taken no steps to correct it... Usually the two apps both find updates if available and then they download and install the updates automatically.....

The source which you are using is a PPA - personal package archive.
It lies within the responsibility of the provider of the PPA which packages are made available, and for which Ubuntu releases.

Apparently there is no software for Ubuntu bionic in that PPA, leading to these error messages.

You should contact the provider of the PPA with your questions, see https://launchpad.net/~ubuntugis/+archive/ubuntu/ppa

Additional remark:

ucaresystem-core 4.4.0 seems to be from a different PPA: https://launchpad.net/~utappia/+archive/ubuntu/stable

And I have no idea what "Discover Program Updater" is and from which source you got it.

I just added the ppa via the terminal, still received the same message/error when I added the ppa... so none of this is working, but thanks for trying...! =)

        Discover Software Center as it's named in the Applications menu in kubuntu 18.04 LTS Actually, it never finds anything is more of pain than anything else.....

You do not need to add a PPA, but you have to remove ppa:ubuntugis/ppa to stop the error message.

If you look at https://launchpad.net/~utappia/+archive/ubuntu/stable/+packages you can see that ucaresystem-core 4.4.0 is the current version (for all currently supported releases).

Is it now "Discover Program Updater" or "Discover Software Center"?

What is the full output of the command
sudo apt-get update

What is the command syntax to remove the ppa..?
Discover as it is, just ID's w/ Discover, but on the Application Menu it's listed as Discover Software Center it installs, applies, updates software.... it came w/Kubuntu 16.04 LTDS and w/Kubuntu 18.04 LTS update, Yeah I'm running the Kubuntu version of Ubuntu.....

the full output of the command : sudo apt-get update is exactly the same as the original Error message in question : http://ppa.launchpad.net/ubuntugis/ppa/ubuntu bionic release, 404 not found [IP: 91.189.95.83 80]

To remove the PPA that does not work in bionic use the command
sudo add-apt-repository -r ppa:ubuntugis/ppa

For diagnostic purposes with respect to the other problems please provide the full output that you receive for the commands

uname-a
lsb_release -crid
sudo apt-get update
sudo dpkg --audit
apt-cache policy plasma-discover
