Oops when logging in to a specific account

I'm able to log in with the current account I'm posting this question with (<email address hidden>), but not with another account I'm trying to create (<email address hidden>). For that account, after I click Yes to the Personal Data Request for "Full name" and "Email address", I get:

I tried deleting and re-creating the account but that didn't work either. How can I fix this?
