How do I publicize my project?

I've created a project (ChatConexion) and then set up an initial blueprint... how can I "draw" developers to the project?

Find a mailing list that's devoted to that type of project. There's also developer channels on Freenode. More than likely, one of them will have people interested in your project. From what I've seen, having some sort of prototype helps a lot.

Ok... I catch the idea of publicise on chats and mailing lists.... but...
regarding prototipes, I also think that it should be wonderful to show people some advance. So, let me ask:

1) Do you think that is better to have an analysis and desing blueprint graphed in UML?? I think that UML's for analysis and desing are better than to begin writing code without any concern about how to tackle the problems.

2) On formats, do you think that it would be useful to do it on eclipse framework?

3) if not so, which format of file do you recomend??

That's really different for every project and it's not for anyone to tell you. You'll need to figure out all that on your own. ;)

You could do some Google searching for project management to get some ideas. This really isn't the place for this type of question really.
