What to do with e-mail spam in questions and bugs?

Is there anything that can be done with users who seem to send spam e-mails to all contacts in their e-mail address book, including launchpad bugs and questions?

I know that the bug area has the same problem, but I cannot give numbers and ids for that.

Is there any possibility to block further incoming messages from these users' addresses, eventually restricted to these questions?

It's usually not the fault of the individual user, except in some cases (probably not all) by allowing their accounts to be compromised. My plan is to introduce a new flag on user accounts that requires stronger authentication on incoming email, which would allow us to stop this kind of spam without having to suspend accounts (an awfully big hammer). I have a partial patch for that, but haven't yet had time to finish it. Until then we don't really have a better answer.
