One or more of this guys email accounts is compromised. I received loads of direct spam from him a while ago, but he never responded when I e-mailed him about it. Today I noticed he has very high Karma on the Terminator project, and found all the review comments. Not sure if account is legitimately still active, but perhaps you could delete this activity and block the email account being used?

My previous question expired without any action. This method seems a little hit and miss. Launchpad really needs to give project maintainers the ability to delete comments and (although rather draconian) the ability to block users from posting. The block could be a timed "sin-bin" to avoid permanently silencing people making valid criticisms.
