Please enable s390x builder for ppa:canonical-x/x-staging

This ppa is used to build packages for HWE stack updates, so it makes sense for it to cover all available architectures. S390x is the only one missing at this point, and at least LLVM updates tend to have build issues when backporting, so best to handle those in a ppa before pushing to -proposed.
