Don't allow account merge for auto-generated Mailing List groups

Hi,

https://lists.debian.org/debian-qa-packages/2017/05/msg00131.html is a Account merge request for the "Debian QA Group" (https://launchpad.net/~packages).

It should be obvious that this automatically generated Account should NOT be allowed to merge with some random LP Account.

Can the ability to merge be disabled for such accounts?
