s390 snap builds stuck on 'needs building' for weeks

s390 builds for juju snaps (https://code.launchpad.net/~juju-qa-bot/+snap/juju-edge/ or https://code.launchpad.net/~juju-qa-bot/+snap/juju/) never attempt to build. See https://code.launchpad.net/~juju-qa-bot/+snap/juju/+build/40646 as an example.

As discussed on IRC, the problem was that the PPA you were building against was virtualised, but s390x doesn't yet support virtualised builds. I've devirtualised the PPA, and the builds now succeed.
