Increase size of ppa:tsimonq2/python-3.6 to 16 GB

I'm doing some work in making sure that the Ubuntu Archive has packages that are compatible with Python 3.6 (continuing some of Barry Warsaw's work) but I'm doing it unofficially (while people work out who's going to take that role, there's nobody working on it, but I'm not taking it over, just continuing progress).
Even if this won't exist for long, I'd like to use it as a testing ground.
